Allegations: THE SEC ALLEGED THAT HCR FAILED TO REASONABLY SUPERVISE A FORMER INVESTMENT ADVISER REPRESENTATIVE AND IMPLEMENT REASONABLE COMPLIANCE-RELATED POLICIES AND PROCEDURES IN LIGHT OF WARNINGS WITH RESPECT TO THAT REPRESENTATIVE'S CONDUCT. Status: Final Sanction Detail: WITHOUT ADMITTING OR DENYING THE FINDINGS, HCR SUBMITTED AN OFFER OF SETTLEMENT AGREEING TO THE DESCRIBED SANCTIONS, WHICH THE COMMISSION ACCEPTED. HCR ALSO AGREED TO PAY $328,912 TO CERTAIN CLIENTS AND TO IMPLEMENT THE RECOMMENDATIONS OF A REMEDIAL COMPLIANCE CONSULTANT. Summary: THE SEC ADMINISTRATIVE ORDER IS FINAL. THE CIVIL MONETARY PENALTY WAS PAID WITHIN 30 DAYS OF THE ORDER AND PAYMENT TO AFFECTED CLIENTS WAS MADE WITHIN 10 DAYS OF THE ORDER. HCR WILL COMPLETE ITS IMPLEMENTATION OF THE RECOMMENDATIONS OF THE REMEDIAL COMPLIANCE CONSULTANT WITHIN 60 DAYS OF THE ORDER.
