     REQUIRES QUESTIONS TO BE ANSWERED, AND THEN MAKE A FINDING THAT THE CONSENT DECREE IS CONSISTENT WITH THE PURPOSES AND PARAMETERS OF
     THE CLEAN WATER ACT. THE DISTRICT COURT SIGNED AND ENTERED THE CONSENT DECREE ON JUNE 10, 2019.
